Public Policy

The BBA advances regional economic prosperity through focused, strategic advocacy at the local, state, and federal levels. Our public policy work centers on issues that matter most to the Greater Birmingham business community, ensuring the region speaks with a unified, informed voice to elected leaders and decision-makers. Through ongoing engagement, collaboration, and relationship-building, BBA works to shape a policy environment that supports economic growth, innovation, infrastructure investment, and workforce development. 

Legislative Priorities

Each year, BBA develops a set of legislative priorities that serve as a roadmap for our advocacy efforts. These priorities are informed by direct engagement with members, industry leaders, elected officials, and public-sector partners, and reflect the most pressing policy needs impacting the region’s long-term competitiveness. 

BBA’s legislative agenda guides our work across all levels of government and ensures our advocacy remains focused, aligned, and impactful.  

Engagement & Advocacy Opportunities

Governmental Affairs Luncheons

Held quarterly, these luncheons provide a forum for professionals working in policy, advocacy or public affairs to hear directly from policymakers and subject-matter experts on legislative issues affecting the region and the broader business climate.  

Capitol Reception: Montgomery Edition 

BBA’s annual Capitol Reception: Montgomery Edition connects regional business leaders with state policymakers during the legislative session, reinforcing Birmingham’s priorities and strengthening relationships at the state level.  

D.C. Policy Forum 

The BBA D.C. Policy Forum brings investors and regional leaders to the nation’s capital to engage with Alabama’s congressional delegation and federal agencies, advocating for policies and resources that support economic growth across the Greater Birmingham Region.

Governance & Oversight

BBA’s public policy work is guided by designated leadership to ensure alignment with organizational priorities and accountability to our members and stakeholders. 

The Public Policy Committee Co-Chairs provide strategic guidance and support for the development of BBA’s annual legislative priorities, advocacy efforts and more.  

BBA’s 2026 Governmental Affairs Committee Chair is Ted Hosp, who serves as the Senior Vice President for Government Relations at Blue Cross Blue Shield of Alabama. 

BBA's 2026 Public Policy Vice Chair is D. Franklin, who is the Senior Vice President and General Counsel for Vulcan Materials Company.
